Our commitment

Supporting the standards expected by UK universities

IEO is committed to the principles of the UK Agent Quality Framework (AQF) and the National Code of Ethical Practice for UK Education Agents. These principles guide how we counsel students, represent partner institutions, manage applications, protect personal information and monitor the quality of our work.

We recognise that an education agent has responsibilities to both the student and the university. Our role is to help students make informed decisions while ensuring that applications submitted to our partners are genuine, appropriately assessed and supported by accurate information.

Our central promise: student suitability, informed choice and compliance take priority over application volume. We do not guarantee admission, a CAS, a visa or employment outcomes.

Informed student choice

We provide accurate, balanced information about courses, entry requirements, fees, scholarships, living costs and the responsibilities of studying in the UK.2

Ethical counselling

Recommendations are based on the student’s academic background, goals, finances, circumstances and readiness—not on pressure or misleading comparisons.3

Professional competence

Student-facing teams receive induction, role-appropriate training and university updates. UK-focused counsellors are encouraged—and where required expected—to complete the British Council’s UK agent and counsellor training.4

Transparency

We clearly identify IEO’s role, explain the application process and disclose relevant service arrangements. Students retain ownership of their decisions.5

Governance and accountability

Cases, communications, checks and decisions are recorded through controlled systems so that activity can be monitored, reviewed and audited.6

Continuous improvement

Feedback, complaints, application outcomes, visa outcomes and university guidance are reviewed to identify training needs and improve our processes.

How we are organised

Defined responsibility and management oversight

IEO operates through defined Counselling and Recruitment, Admissions, Compliance, Visa Support, Enrolment, Marketing, Technology/Data and Management functions. Staff must work within their authorised role and escalate matters outside their knowledge, competence or authority.

Senior management

Responsible for governance, partner relationships, policy oversight and serious escalations.

Managers

Responsible for supervision, training, quality checks and implementation of university instructions.

Every team member

Personally responsible for confidentiality, accurate records, ethical conduct and prompt reporting of concerns.

Our dedicated Counselling, Admissions, Compliance, Visa and Enrolment teams work within one coordinated process.

Responsible practice beyond the application

Equality, respect and safeguarding

Students and staff must be treated with dignity and without unlawful discrimination. Harassment, exploitation or abuse is not accepted. Welfare or safeguarding concerns are escalated to management and, where appropriate, the relevant university or competent authority.

Anti-bribery and conflicts

Staff must not offer, request or accept bribes, kickbacks or improper benefits. Relevant personal or commercial interests that could affect impartial judgement must be declared.

Speak-up arrangements

Staff are expected to report suspected fraud, unethical recruitment, data misuse, bribery, safeguarding concerns or serious misconduct. Genuine concerns raised in good faith are treated seriously.

Health, safety and wellbeing

We aim to maintain safe and professional working environments. Staff follow applicable office procedures, report hazards or incidents and observe relevant local workplace requirements.

Document integrityTrained Admissions and Compliance staff review documents for authenticity, consistency and eligibility. Where appropriate, further verification is undertaken with issuing institutions or through suitable verification methods.
Fraud preventionAn application is stopped and escalated when documentation appears altered, misleading, inconsistent or cannot be satisfactorily verified. Confirmed fraudulent material is not submitted.
Technology and human reviewOur compliance-focused CRM and AI-supported tools assist with screening, discrepancy identification and audit records. Technology supports—rather than replaces—experienced human judgement.
Credibility and readinessStudents may receive structured credibility preparation designed to help them understand the process and communicate their genuine intentions clearly. We do not provide fabricated or scripted answers.
Data protectionAccess to student information is role-based and limited to authorised staff. Information is used for legitimate recruitment and support purposes and shared only through appropriate channels with authorised recipients.
Records and oversightOur systems maintain records of applications, activities and key checks, supporting quality monitoring, accountability and partner reporting.

Accurate representation

University marketing and communication

We promote partner institutions using current, approved information and applicable brand guidelines. Marketing must clearly identify IEO’s role and must not contain misleading claims, unapproved guarantees or unfair criticism of other institutions.

Where a university requires prior approval, proposed material is submitted to the appropriate university contact before publication. Campaigns are reviewed and amended when courses, fees, scholarships, deadlines or entry requirements change.

Open and fair resolution

Feedback and complaints

Students and parents may raise a concern with their counsellor or the relevant department. Complaints are recorded, reviewed and referred to the responsible manager; serious or unresolved matters are escalated to senior management.

We aim to respond fairly, professionally and within a reasonable timeframe. Findings may lead to corrective action, further staff training or changes to our procedures.

External guidance may change. Students should always check the latest information published by their chosen university and the UK Government. British Council training certificates apply to the individuals who complete the programme and do not constitute endorsement or accreditation of IEO by the British Council.
